China dan Turki bekerja sama untuk meraih kesepakatan minyak Irak
وقعت شركتا بترول صينية وتركية عقداً لتطوير حقول بترول ميسان العراقية الثرية في مدينة العمارة في جنوبي العراق والتي قد تجعل العراق أكبر منتج في قطاع النفط.
State-run China National Offshore Oil Corp and partner Turkish Petroleum Corporation have clinched a deal to develop Iraq’s lucrative Maysan oilfields in the city of Amarah in southern Iraq, which could make Iraq a leading producer in the oil sector.
Perusahaan milik negara China National Offshore Oil Corp dan mitranya Turkish Petroleum Corporation telah mencapai kesepakatan untuk mengembangkan ladang minyak Maysan yang menguntungkan di kota Amarah di Irak selatan yang dapat membuat Irak produser utama di sektor minyak.
وذكرت تقارير إن الصين أصبحت أحد كبار المستثمرين في تنمية قطاعي النفط والغاز في العراق لتلبية احتياجات اقتصاده المتنامي. ويمتلك العراق في الوقت الحالي ثالث أكبر احتياطيات النفط في العالم ويمكن بتطوير هذا القطاع أن يدفع بجهود إعادة إعمار البلاد.
According to reports, China is becoming a leading investor in developing Iraq’s oil and gas to meet the needs of its growing economy. Currently Iraq holds the world’s third largest oil reserves and if developed could provide a boost to the country’s reconstruction efforts.
Menurut sejumlah laporan, China menjadi investor utama dalam mengembangkan minyak dan gas Irak untuk memenuhi kebutuhan ekonominya yang terus berkembang. Saat ini Irak adalah negara ketiga terbesar pemilik cadangan minyak dan apabila dikembangkan dapat memberikan dorongan untuk usaha pembangunan negara.
كتب موقع بيزنس مكتوب: ” منذ العام الماضي تم التوقيع على عشر صفقات مع شركات النفط العالمية لتطوير احتياطات النفط الهائلة في العراق الذي دمرته الحرب. وإذا تم تنفيذ جميع الصفقات، سيكون للعراق طاقة إنتاجية من النفط الخام تصل إلى 12 مليون برميل في اليوم في ست أو سبع سنوات ليكون بذلك قريباً من إنتاج السعودية التي تعد أكبر منتج في العالم. ومن المعروف أن العراق يملك ثالث أكبر احتياطيات النفط في العالم.

Business Maktoob writes: “Ten other deals have been signed since last year with international oil companies to develop the war-damaged country’s vast oil reserves. If all the agreements work out, Iraq, which has the world’s third-largest oil reserves, could have crude production capacity of 12 million barrels per day, close to top producer Saudi Arabia, in six to seven years.”

وفقاً لبيزنس ويك “وكانت الصفقة جزءاً من أول اجتماع للحصول على التراخيص عُقد في 2009 والذي أتى بمنتجي النفط حول العالم إلى العراق للمرة الأولى منذ الغزو الأمريكي عام 2003 الذي أطاح بنظام صدام حسين. وأعلن العراق صاحب ثالث أكبر احتياطيات النفط حول العالم عن الجولة الثالثة للعطاءات من أجل الحصول على حق تطوير الرواسب الهيدروكربونية في 6 مايو. وكشفت الحكومة في وقت سابق من هذا الشهر عن خطة لمضاعفة الإنتاج ليصل إلى 4,5 مليون برميل في اليوم بحلول 2014”.

According to Businessweek, ” The agreement was part of the first of two licensing rounds in 2009 which brought international oil producers into Iraq for the first time since the 2003 U.S.-led invasion that toppled the regime of Saddam Hussein. Iraq, holder of the world’s third-largest oil reserves, announced a third bidding round for rights to develop hydrocarbon deposits on May 6. The government unveiled a plan earlier this month to double output to 4.5 million barrels a day by 2014.”

وأضاف الشهرستاني أن “الحقول الثلاثة وهي البزركان والفكة وأبو غرب من الحقول النفطية المشتركة مع إيران. وان وزارة النفط تحرص على تطوير حقولها النفطية كافة”. وتقع هذه الحقول الثلاثة على الحدود العراقية الايرانية وهي مشتركة بين البلدين وتحتوي على احتياطيات مؤكدة تبلغ ثمانية مليارات برميل. واوضح الشهرستاني في سياق الاجابة عن سؤال لاذاعة العراق الحر حول امكانية الاتفاق مع ايران لتوحيد استثمار هذه الحقول قائلا ان “الجانب الايراني ابدى رغبة كبيرة في التعاون مع العراق لاستثمار هذه الحقول، وربما يتفق الجانب الايراني مع نفس الائتلاف الذي سيطور في الجانب العراقي” مشيرا الى ان “العراق لن ينتظر الاتفاق مع ايران او اية دولة مجاورة وسيسعى الى تطوير الجزء الواقع في العراق من الحقول المشتركة”.

Shahristani said in the context of to answer a question about Radio Free Iraq about the possibility of an agreement with Iran to the investment of such fields, saying that “the Iranian side has shown a great desire to cooperate with Iraq to invest in these fields, and perhaps the Iranian side with the same coalition that will develop on the Iraqi side,” he said, adding that ” Iraq will not wait for the agreement with Iran or any neighbouring state will seek to develop the reality in Iraq from the fields common.”
